No. The membership was retired and the app is free. The development fund replaced it: voluntary gifts, no gate, no tier, no locked feature.
Do I need an account to give?+
No. Checkout is open to guests. If you are signed in, your gift is linked to your account so it appears in your record; either way the receipt arrives by email.
Can I give every month?+
